Captain Burke Park art at Kangaroo Point

While visiting Kangaroo Point the other day, we discovered this strange looking piece of art in Captain Burke park under the Story Bridge. There was no inscription of any kind anywhere so we don't know what it is or who created it. Maybe someone can fill us in.
